Or, felt by the harassee of insinuating something. For this, you can face sexual harassment charges. You don't even have to say it to the harassee directly. If they overhear a comment, and feel it "perpetuates a culture of hostility towards them" then it can be called harassment.

There's a famous case from Milwaukee about Miller Beer. A worker repeated the punch-line to a Seinfeld episode (in the episdoe, they referred to someone whose name rhymes with a female body part -- Delores!). The worker was fired for sexual harrassment.

I once worked at a company where two female workers constantly made comments about the "physical attributes" of men. Management responded saying, "there's nothing to be done about it." When a male co-worker asked, "if she can go to the men and say 'Nice ass', can I go to her and say, 'Nice tits?'" Immediately, he was reprimanded and forced to go to sensitivity training.
